COP 15 - the last hours

In parallel to the just started Informal High Level Event with 120 Heads of State and Government, mainly vague rumours are spread in the halls of Bella Center: In face of the already admitted failure to come to a binding agreement, the work is now focussing on a more or less binding political declaration, which shall be used as a basis for an agreement to be completed in the course of 2010.

There is quite some danger that a 2-page final declaration will be compiled, which stipulates the 2 degree-target and 100 billion $ for financing of mitigation and adaptation measures in developing countries, but will not include any concrete reduction targets for the industrialized countries until 2020. Topics like deforestation and emissions from air transport will also be postponed. Brasil’s president Lula expressed his hope for a miracle in these last hours of the Summit.
