Pro-EE stands for "Public Procurement boosts Energy Efficiency" and is a new project under the European Commission's Intelligent Energy Europe programme.

Public authorities are major purchasers of goods and services and can by this influence a very significant range of environmental impacts related to the technical specifications, purchase, transportation, use and disposal of goods.


Pro-EE wants to bundle this purchasing power by undertaking large-scale joint procurement and by this to secure a higher market share for the most energy efficient products and to accelerate their market penetration.



Pro-EE will work on innovative products for which the economical and technical energy saving potential is high.

The public authorities involved shall push new environmental technologies in a close consultation process with European industry for more energy efficient office equipment, energy saving streetlights, traffic lights and fuel efficient vehicles.

 


Pro-EE unites market actors in six countries


On top of the pilot cities directly involved in the project, Pro-EE is open to all local and regional authorities in Austria, Germany, Greece, Italy, Portugal  and Spain.

You are invited to participate and benefit in the joint procurement of the selected products.


Regional sub-networks assisted by national expert organisations in these six countries provide practical and technical advice to the authorities through a step-by-step training and implementation approach.

 


Local Energy Efficiency Plans


The elaboration of local energy efficiency plans aims at a close co-operation with local stakeholders and by this at an increase in the number of buyers of energy efficient products. They will benefit from the local authorities’ experiences gathered previously in the joint procurement.

Pro-EE will develop recommendations, trainings, appropriate model procedures and networking approaches like promotional activities to extend the strategies to other buyers and awareness raising actions for citizens on energy efficient appliances which can then be used by any public authorities in Europe.
